Colorado School of Mines, Payne Institute for Public Policy announce grant from Quadrature Climate Foundation

Three-year grant will support policy work in support of critical mineral development in resource communities in Global South

The Payne Institute for Public Policy and the Mineral and Energy Economics Program at Colorado School of Mines are pleased to announce the award of a three-year grant from Quadrature Climate Foundation in support of critical mineral development in resource communities, with an emphasis on the Global South.

The grant will support two distinct but overlapping workflows:

  1. The development of enabling policies for countries in the Global South to pursue development of their critical minerals resources, with an emphasis on equitable remuneration for – and optimizing the economic and social development of – resource communities.
  2. The development of policies to enable conditions for more diverse participation (i.e., more entities) in critical mineral development and for fairer transactions that, when combined, will serve to foster growth in critical mineral supply. That includes the role for commodities exchanges to facilitate transactions and price discovery.

Payne joins a community of other Quadrature grantees that are similarly researching critical minerals development and social outcomes.

“We are thrilled to be a recipient of Quadrature’s global funding,” said Morgan Bazilian, Director of the Payne Institute. “We benefit from Colorado School of Mines’ deep ties into resource communities around the globe, which enhance our insight and analysis. We look forward to sharing with and learning from Quadrature’s other grantees as we work together to effect positive change.”

Ian Lange, Associate Professor of Economics and Business and Director of the Mineral and Energy Economics Program, added, “We believe markets hold considerable potential as an enabler of critical mineral development and thus the economic and social development of resource-rich countries. We are excited to engage in this research and further understanding to this end.”
